Introduction & Problem Statement: Current centralized Electronic Health Record (EHR) systems face severe challenges due to fragmentation and a lack of essential interoperability. These vulnerabilities lead to high administrative costs, data silos, and critical risks to patient privacy, often failing to meet HIPAA compliance standards. The urgent need is for a system that provides both transparency and high-level security in data handling

Proposed Framework:
This research proposes an innovative integration of decentralized Smart Contracts with the Nareena Fractal data structure. The Nareena Fractal, defined mathematically as $F(n)=F(n-1)^{F(n-2)}+\frac{7i}{F(n-2)}$, provides an efficient and secure computational model for data organization. By combining this with Smart Contracts, the framework ensures automated, immutable enforcement of access control policies .

Methodology:
The project is implemented in three distinct phases:
1. Conceptual Design: Developing the fractal model and architectural logic.
2. Technical Implementation: Creating a Proof-of-Concept (POC) using Solidity, Python, and Ganache to simulate the blockchain environment.
3. Evaluation: Benchmarking the system for retrieval speed, cost-effectiveness, and security resilience .

Addressing Practical Challenges:
To overcome high gas fees associated with blockchain storage, the model utilizes an Off-Chain Storage Model. In this approach, only the Fractal Root Hash is stored on-chain, ensuring scalability while maintaining data integrity. Additionally, recursive fractal complexity is managed through rigorous testing in Python before final Solidity integration.

Conclusion :
The expected outcome is a validated framework that significantly improves data security and claims processing speed . This research offers a robust, transparent solution for global health record management, bridging the gap between advanced cryptography and decentralized healthcare systems.
